Who Is Eligible for Apni Chhat Apna Ghar 2026?
What is Apni Chhat Apna Ghar?
- Apni Chhat Apna Ghar, usually shortened to ACAG, is a Punjab government housing programme for low-income families who already own a small plot but cannot afford to build a house on it.
- In one sentence: it is a government-backed programme that aims to help eligible low-income Punjab families build a home on land they already own, rather than giving them land or a ready-made house.
- It is aimed in particular at families living in rented homes or informal housing.
- Its stated target is 100,000 affordable houses and apartments across the province over four and a half years.
How is it different from the free-plot programme?
- That distinction matters, because ACAG is often confused with the separate free-plot programme, Apni Zameen Apna Ghar.
- The free-plot programme is about giving eligible families a plot.
- Apni Chhat Apna Ghar, in its main construction-loan form, starts from the opposite position: you already have the plot, and the programme is about helping you build on it.
Who runs the programme?
- PHATA runs the programme, with HUD&PHED as its administrative department.
- The official route is PHATA and the ACAG portal — not a private agent or a paid form.
How to Confirm ACAG NSER PMT Score Rule
The official Punjab Portal page lists six eligibility conditions. They are the safest starting point, because they come from the government’s own programme page rather than from a blog or a video.
The six eligibility conditions
First: head of the nucleus family
- The applicant must be the head of their nucleus family as recorded by NADRA.
- In practice, the person named as family head in NADRA’s records is the person who should apply, not another family member applying for the same household.
Second: permanent resident of Punjab
- The applicant must be a permanent resident of Punjab, as shown on their CNIC.
Third: sole owner and possessor of the plot
- The applicant must be the sole owner and possessor of a parcel of land, on the date they submit the online application, on which they intend to build their house.
- The size limit depends on where the land is, and that is covered in the next section.
- The words “sole owner and possessor” matter: a shared or disputed plot, or a plot you live on but do not own, is not the same as owning the plot outright.
Fourth and fifth: clean criminal and loan record
- Fourth, the applicant should not have a criminal record, specifically a conviction for anti-state, anti-social activities or heinous crimes.
- Fifth, the applicant should not be a loan defaulter of any financial institution or bank.
- These are checked against records, so ask the official helpline about the programme’s exact position before applying if either applies to you.
Sixth: NSER registration with PMT score of 60 or less
- The applicant must be registered with the National Socio-Economic Registry (NSER) in a household with a PMT score of 60 or less.
- The PMT score is a poverty score from the NSER survey; it is not the same as your monthly income, and it is not something you can estimate yourself.
- If you have never been surveyed, or you do not know your score, confirm that first, because without a qualifying NSER record the rest of the application cannot succeed even if you own a suitable plot.
Apni Chhat Apna Ghar for Rural Plot Owners and Urban Land Limits
What is the land-size limit?
- On the official programme page, the limit is: a parcel of land measuring 5 marla or less in urban areas, and land of up to 10 marla in rural areas, anywhere in Punjab, on the date of online application submission.
Urban plots
- For a city plot, a plot of up to 5 marla qualifies; a 6-marla city plot does not, even if the rest of your application is perfect.
- A 10-marla city plot is a much more valuable property, so it falls outside this small-plot programme.
Rural plots
- For a village plot, the ceiling is higher: up to 10 marla qualifies.
- Rural plots tend to be larger, so a 10-marla rural plot is still a small family plot.
How urban and rural are decided
- What counts as “urban” and what counts as “rural” is decided by the programme’s own classification of your area, not by whether you think of your neighbourhood as a town or a village.
- If your plot sits on the edge of a city, confirm its classification on the official portal before you apply.
Two further points on land ownership
Timing: own the land on the date you apply
- The official wording says you must own the land “on the date of online application submission”.
- Buying a plot after you apply, or expecting to buy one with the loan money, does not meet this condition for the construction-loan route.
Sole ownership
- Clarify joint or disputed plots with PHATA or the helpline before you apply.
What Land Documents Are Needed for ACAG Loan?
Is there an official document checklist?
- The official Punjab Portal page does not publish a single, complete document checklist.
- That is an important honesty point: any website presenting a long, exact list of uploads as “the official list” is going beyond what the official page actually says.
- What you can safely prepare is the evidence for each of the six eligibility conditions, because verification will ask for proof of exactly those things.
What evidence to prepare
Identity and family
- A valid CNIC, and NADRA records showing you as head of the nucleus family.
Proof of Punjab residence
- Proof of Punjab residence, which in practice is your CNIC address.
Proof of land ownership and possession
- For an urban plot this is normally the property registry or transfer record in your name.
- For a rural plot it is the land record showing you as owner of a parcel within the size limit.
- Keep the originals safe and prepare clear copies or scans, because a blurred or partial scan is a common avoidable reason for a form being sent back.
NSER registration and PMT score
- Your household’s NSER registration and PMT score, which are held in the NSER system and cannot be produced from your own records.
- If you do not know your score, ask through the official channel rather than guessing a number on the form.
How to apply on the official portal
- The official route is the ACAG portal at acag.punjab.gov.pk, where the Punjab Portal page directs applicants to fill in the Citizen Registration Form.
- That portal, and the programme page at punjab.gov.pk/apni-chhat-apna-ghar, are the only addresses you should trust.
- The general shape of an online housing application is: register on the portal, fill in personal and family details exactly as they appear in NADRA records, enter your plot details exactly as they appear in your land records, and submit.
- Do not pay anyone to submit it for you, and do not enter your CNIC number, password or one-time code on any other website, app or WhatsApp link claiming to be the ACAG portal.
- Finally, spellings and numbers must match across your CNIC, land and NSER records, or verification will stall.
How Long Does Apni Chhat Approval Take Officially?
What happens after you apply?
- After you apply, the programme verifies what you claimed: land ownership against land records, family status against NADRA records, and NSER status against the NSER database.
- This is why this guide keeps returning to the same advice: the application form is not the place to improve your case. It is the place to report, accurately, what your records already say.
- A form that disagrees with your records will be held or rejected until the records agree.
What does approval lead to?
- Approval, if it comes, leads to a housing loan for construction on your own plot, not a cash grant or a payment for buying land.
- The official programme page fetched for this draft states no loan amount, instalment figure or repayment period, and this draft does not invent them; third-party figures are not endorsed.
- Accept only figures shown on the official portal or in an official offer to you.
Is there an official approval time?
- Likewise, no approval time is claimed here, because the official page gives none.
- Anyone promising approval in a set number of days, or offering to speed it up for a fee, is not describing the official process.

Check the official portal before you apply
- This guide was last verified on 27 October 2026 against the official Punjab Portal programme page and the ACAG portal homepage.
- The programme page does not state whether a particular round is currently open or closed, or any deadline, so this draft makes no such claim.
- Before you apply, check the official portal yourself for any current notice.
- If another website or agent claims to be the programme but its address does not match the two official addresses below, do not use it or share your CNIC, password or one-time code with it.
Frequently asked questions
Is land ownership mandatory for this loan? Yes, for the construction-loan route described on the official programme page. The applicant must be the sole owner and possessor of a plot of up to 5 marla in an urban area or up to 10 marla in a rural area on the date of application. If you do not own a plot, this route does not fit you; check the programme’s other models or the separate free-plot programme instead.
Can rural households apply? Yes. The official criteria expressly include rural land of up to 10 marla, and rural plot owners who meet the other conditions — Punjab residence, family-head status, clean loan and criminal record, and an NSER PMT score of 60 or less — are eligible in principle. The land records you use to prove ownership will differ from urban property records, but the programme itself is not city-only.
Where is the official ACAG portal? The official portal is acag.punjab.gov.pk, linked from the Punjab Portal programme page at punjab.gov.pk/apni-chhat-apna-ghar. Use only those addresses. Do not apply through lookalike websites, agents, or links sent on WhatsApp or social media.
What is the difference between Apni Chhat Apna Ghar and the free-plot scheme? Apni Chhat Apna Ghar’s main loan route helps you build on a plot you already own. The free-plot programme, Apni Zameen Apna Ghar, is about giving eligible families a plot. They are different programmes with different eligibility rules, so an application for one does not count as an application for the other.
